Phasing, Design Details, and Public Involvement Timeline
WEST LAFAYETTE, Ind. – The Soldiers Home Road Reconstruction project continues to progress through planning and design milestones. The update below includes newly defined construction phasing, design features, right-of-way impacts, and upcoming opportunities for public input.
Current Project Scope and Design Features
The project will reconstruct Soldiers Home Road in two phases:
- Phase I: Sagamore Parkway to Hamilton Street
- Phase II: Hamilton Street to Kalberer Road

The proposed roadway improvements include:
- One 11-foot travel lane in each direction
- A 12-foot center two-way left-turn lane
- A 10-foot multi-use trail
- A 5-foot sidewalk
- 5-foot landscaped buffers
- Curb and gutter
- New pavement and street lighting
- A closed storm drainage system

Additional Improvements:
Intersection Upgrades:
- Reconstruct Sagamore Parkway ramp intersection as a roundabout
- Evaluate potential roundabout at Kalberer Road
- Retain other intersections as conventional unsignalized
Driveways and Accessibility:
- Replace driveway approaches within the right-of-way
- Construct ADA-compliant curb ramps
- Provide trail and sidewalk connections to existing infrastructure
Anticipated Right-of-Way Needs
Permanent and/or temporary right-of-way will be needed on each side of the roadway to accommodate the improvements. Acquisition needs will vary by property but generally range from 5 to 10 feet.
Approximately 75 parcels will be impacted across both phases.
Traffic Maintenance During Construction
Soldiers Home Road will be closed to through-traffic during construction. Key details:
- Official detour routes will be established
- Each phase will include sub-phases to improve local access and reduce detour times
- Street and driveway connections with a single outlet will be constructed in halves to maintain access

This federally funded project includes a local funding match.

Public Involvement Opportunities
- Initial Public Input Sessions (Phases 1 & 2): Held in April 2023 and January 2024
- Public Hearing (Environmental Document), Phase 1: August 12, 2025
- Location: Council Chambers, City Hall – 222 N Chauncey Avenue, West Lafayette, IN 47906
- Doors Open: 5:30 PM
- Hearing Begins: 6:00 PM

- Purpose: The hearing is an opportunity for community members to provide input on the environmental document and preliminary design plans for the proposed roadway reconstruction. The project aims to:
- Reduce crashes due to the above-average crash rate.
- Improve the Level of Service (LOS) for the corridor to at least a LOS C rating.
- Connect noncontiguous sidewalk segments and improve pedestrian connectivity.
- Upgrade drainage systems in the project area.
- Third Design Input Session (Phases 1 & 2): Mid/Late 2027
